¿Modificar la Ley 136-03 ò Código de los Niños y Adolescentes, para aumentar la pena a los que incurran en actos delictivos ayudará a que menos jóvenes se involucren en actos punibles? Es la pregunta que me hago a diario cuando veo a través de los diferentes medios de comunicación local que esa es la solución que plantean algunos funcionario al ver que cada día más menores de edad forman parte de la mayoría de las bandas que realizan cantidades de fechorías en el país.
Es evidente que esa ley hay que modificarla porque es injusto que menores formen parte de asesinatos y a estos por no tener la mayoría de edad solo se le condene a cinco a años de carcel.
El caso más reciente es el de la banda que asesinó a siete taxitas, donde habían varias menores, y a quienes solo se le dictó un mes de prisión como medida coercitiva y tal vez sean condenados a la pena máxima que estable el código que los protege, y luego salgan en libertad, lo más seguro a cometer los mismos crímenes.
A diferencia de los adultos involucrados en el hecho a quienes se le dicto un año como medida de coerciòn y que de seguro seràn condenados a una pena màs alta que los menores, a pesar que participaron en igual magnitud en el caso de sangre.
Esto evidencia que ese estatuto debe ser revisado, pero lo más el punto clave para evitar que cada día menos jóvenes tomen el camino incorrecto es iniciando una política pública que los concienticen.
Es necesario que en la República Dominicana se inicien más programas educativos en los diferentes sectores del país. Se inciten al no consumo de las drogas.
En fin que se implementen programa que ayuden a guiarlos por el camino correcto.
De no ser así, a pesar de que se modifique el Código que protege a los Niños , Niñas y Adolescentes, como quiere cada día veremos más menores involucrados en los actos espeluznantes que se lleven a cabo en el país, que en realidad es lo que tenemos que tratar de erradicar.
